However, Windows Server licenses have what is known as downgrade rights. In other words, if you have a system licensed for Windows Server 2012 R2 Standard edition, you can run any previous release of Windows Standard or Windows Web editions on that physical server as either a physical or virtual installation. Similarly, a Windows Server 2012 Standard license allows running of any previous version. Since R2 was released after 2012, the 2012 license does not grant any right to running Windows Server 2012 R2.
Now the fun part. Windows Server Standard grants the right to run two virtual instances of the Windows Server operating system. If you want to run more than two VMs on the same physical server, you can increase the rights by assigning multiple licenses to the same physical server. So if you want to run up to four instances of Windows Server Standard in virtual machines, you can assign two Windows Server Standard licenses to the physical server. If two of the virtual instances are Windows Server 2012 and two of those instances are Windows Server 2012 R2, then you would be legal to assign one Windows Server 2012 R2 Standard license and one Windows Server 2012 Standard license to the physical machine.
From a licensing standpoint, nothing changes in the Standard and Datacenter editions with the R2 release. Windows Server 2012 Standard and Datacenter both still contain identical feature sets, and they both are still licensed on a per-socket basis: each license provides the right to run the software on a physical server with up to two processors. The only difference in use rights between those versions are the number of virtual machines allows: a Standard license gives you the right to run 2two virtual instances while a Datacenter license gives you the right to run an unlimited number of virtual instances.
